The United States being a federal system, a large number of decisions are not only made by the federal government, but also by the state and local governments. The government uses various tools such as law, services, money, taxes, other economic tools, and persuasion to influence policies. These tools are exclusive to the government and may not be available to private individuals. Peters suggests that a huge amount of money flows through the government and is redistributed to different people in the form of goods and services (Peters, 2013). Because governments have the resources and rights to influence social agendas, government must be involved in the decision-making process.
