Delegation represented by the Russian Federation Palm Beach State College Position Paper for the United Nations Security Council International issues currently under discussion in the United Nations Security Council are: How to handle the current war with the Islamic State in Iraq and Syria, possible measures that could be used to combat terrorism in Africa and the maintenance of international peace and security, especially regarding security sector reform (SSR ). The Russian Federation hopes to become the best solution to these problems as regards every single nation involved in the international community, including those of the member states of the United Nations Security Council and those present in destabilized regions of the world. The conflict in Iraq and the tools for stability in the region The Russian Federation recognizes that the conflict with the seizure of power in Iraq and Syria by the Islamic State must end in both countries to achieve regional stability and to continue to preserve stability within the international community. Since 2014 the Islamic State has largely been successful in its attempt to promote instability in Iraq, Syria and the region as a whole, as it now controls around half of both Syria and Iraq and its international influence has grown with this expansion. It is possible that the Islamic State could exploit this new and greater influence to exacerbate the current political unrest in areas close to Russia's region, particularly in Chechnya. For this reason it is imperative that we work together as a community to continue the military effort against the Islamic State as this will allow us to not only contain its influence in the region but also eliminate the paper... .... support the state of law since this allows the formation of a civil society. Ensure these leaders have a high approval rating, as well as a strong and uncorrupted military and police force, in order to help end such lawlessness in such states, as this should allow for the emergence of civil societies and governance Right . However, due to the limited capacity of our Member States to provide sufficient security agents, it is imperative to effectively train local governments to be able to do so themselves as this will not only allow such States to remain sovereign, but is fundamental towards peace and long-term stability in the region. Through these actions in accordance with international standards and laws, the Russian Federation hopes that the United Nations will continue to enhance its ability to promote international peace and stability..
