The Balme Library is one of Africa's renowned research libraries and is the main library of the University of Ghana (Aguinis, 2009). The library consists of six departments, employs over 50 people and has over 100,000 books, 500 microfilms, CDs and tapes, as well as access to extensive electronic resources (Balme Library, University of Ghana, 2009). The library, like other organizations, was facing resource challenges and implemented numerous strategies, one of which was a performance management system (Aguinis, 2009). According to Aguinis (2009), there are six necessary elements in a performance management system which include prerequisites, planning, execution, evaluation, review, renewal and reconstruction of performance. However, the implemented performance management system was missing several components needed to have a successful program. For this discussion the prerequisites component will be evaluated regarding how Balme Library has implemented this aspect, how it has affected their performance management system and how to improve the prerequisites framework.Implementing the prerequisitesThere are two main components of the prerequisites that they include knowledge of the strategic objectives of the organization and knowledge of the jobs to be evaluated in a performance management system (Aguinis, 2009). The first is to establish strategic goals, which allow the organization to clearly define its purpose thereby establishing similar goals downward until each employee has individual goals aligned with the organization (Aguinis, 2009). The second is job analysis where job duties are defined and understood so that criteria for job-level success can be developed and how it relates back to the organization....... half of the document... ... Conclusion A good performance management system encourages management to take responsibility for ensuring that their employees achieve the organization's goals and objectives (Gary, 2004). Furthermore, according to Bowes (2009), there is concrete evidence to show that when performance management systems are in place and effectively implemented, revenues, shareholder value, employee satisfaction and investor interest will increase. Therefore, although Blame Library's performance management system needs improvement in several areas, it is in their best interest to continue improving their performance management system starting with the prerequisites. Once they have analyzed the job and developed job descriptions for all library jobs, they will be in a good position to start working on the other features of a good performance management system.
