The Chinese proverb is "When cobwebs come together, they can bind a lion." Teamwork is the best way to succeed. The government as a spider builds its own social network between national and international. In fact, collaboration with international authorities is necessary for the protection from environmental pollution. Furthermore, citizens and companies like silk strengthen the development of society. The government is the leader of the community to guide citizens to achieve sustainable development. The government should take more responsibility for environmental pollution than individuals and corporations. Government regulations can control where companies choose to build their industries. In fact, companies focus on the interest they get. “The environmental protection policy has the disadvantage of companies affecting business development and has an interest in obtaining for their own company, even completion with the other company. It's not an advantage for the company." (Rauscher). Therefore, companies have discussions with the government. The government's solution should be that of equal development between business and the environment. For starters, the government should limit where the factory can be built to prevent companies from running out of pollution from their industry. For example, the location of the industry should not be built near the river, but can be far from the city to the countryside. Even though they are far away from the city, they still have space to build their industries to make products and extend their works and at the same time protect the environment. The government should connect with other countries to build international cooperative relationships. In China, the government pays attention to sustainable development, environmental protection and land protection.
