As the ontology of constructivism states, “Anarchy is what states make it”, the meaning behind the mix of history, ideas, norms and beliefs is different today than at first. As a result, states would behave differently than before. Therefore, the United States and Russia have become more tolerant of each other, and neither side would like to relive the Cold War again. These two reasons alone would have changed the behavior of countries and would have made a repeat of the Cold War impossible. Governed by past experience, both countries are more willing to cooperate and be guided away from the old dark past. Russia is not the old Soviet Union, and the social norms, beliefs and history are all different from those of the 20th century. It is undeniable that a conflict exists between the United States and Russia. However, the current conflict is different than in the past. It's no longer about nuclear weapons and technology. Therefore, there may be a possibility that a new type of war will break out between Russia and the United States. This new conflict may simply be a cultural and ideological rivalry. Despite globalization and growing acceptance between Russia and the United States, the fundamental beliefs of these countries have not changed and an ideological conflict remains. However, this rivalry in beliefs happens all the time. People's beliefs are constantly challenged by their peers. Yet they managed to coexist peacefully together. In the case of Russia and the United States, both countries managed to coexist peacefully for many years after the Cold War. Therefore, under the right leadership and the current open-mindedness of the world, this rivalry will not turn into a war. It will simply be a stalemate to exchange values and beliefs just like globalization. Of course, in the middle of the paper Russia and the United Kingdom do not pose a serious threat to the United States. Therefore, the United States will not treat Russia the same way it treated the USSR. As a result, the Cold War will not be resumed again. In conclusion, in this new era of globalization, Russia and the United States will develop new relations. Although much of the relationship will be determined by the decisions of political leaders, the old Cold War relationship will never return, because people now have a greater knowledge of each other and have developed a new open-mindedness towards cultures different. . However, there are still conflicts within ideological and cultural beliefs. However, this is simply a rivalry between different beliefs shared by ordinary people. More importantly, this rivalry cannot turn into the old cold war due to different circumstances.
