According to Paxton (2002), different social organizations could have different impacts on the development of democracy and some organizations are not useful for democracy, so he defines these groups as isolated associations that have a high level of trust and connection within organizations but have a low level of cooperation with people outside the organization. Newton (2001) further suggests that small, narrow groups may have relatively stronger agency than large, loosely organized horizontal organizations, even though the latter may be more conducive to modern democracy. As an extreme example, social capital may also be an organizational foundation of gangsters, but these groups are nonsense
