However, it was not until late autumn that the pogrom fully took shape. The attack on the Jews was soon followed by measures intended to deprive them of their economic status. Immediately after Kristallnacht a meeting was held in which it was discussed who would be held financially responsible for the devastation. Although it was the Nazis who carried out the violence, it was decided that German Jews should be held responsible for all damages. They impose fines, confiscate property, and implement other restrictions on Jewish freedom. Jews were to be eliminated from all positions in public life, prohibited from riding in the same railway carriages, prohibited from visiting restaurants, shops, and other recreational venues, and their passports and licenses were to be banned.
