The plan called for the central government's powers to be separated into a bicameral legislature with congressional representation based on state population. The bicameral legislature “would give Congress more power than it had under the AOC” (43). Virginia's plan was strongly supported by larger states and feared by small ones. Fearing diminished influence in rebuilding the national government, the less populous states submitted a proposal of their own
