West Virginia has a diverse history and strong history of struggle. From the original settlers to the current citizens, they have always found ways to survive and succeed (Wilson, 1990). West Virginia's economic difficulties have been due to the outsourcing of resources, income, capital, and information over the past 100 years (Cometti, 1966). This has led to a reliance on the state and federal government to provide subsidies and other welfare programs to help area citizens feed, clothe, and shelter themselves (Erickson, 1986). Roughly, since the Kennedy administration increased spending on food stamps and other assistance programs, and the related decrease in coal mining in the state, uptake by citizens using assistance programs has increased exponentially (Greenberg. 1969). Historically, Democratic representatives show more favor in continuing or increasing these spending on relief programs. West Virginia's vote for state and congressional representatives has been largely Democratic since the 1960s. For example, the late, great Robert C. Byrd was a Democratic United States Senator from 1959 to 2010. His efforts to bring pork barrel spending and ear tags to the benefit of the citizens represented were the methodology including his assignment. The West Virginia House of Delegates is currently 54 to 46, with Democrats being the majority party. Twenty-eight Democrats and six Republicans (WV Constitution) fill the 34 Senate seats. The federal House and Senate representatives are similar, with incumbent Democrats Jay Rockefeller and Joe Manchin, as well as two Republican representatives and one Democrat in the House.
