Similarly, throughout history it can be observed that the development of industry in societies is the effect of a set of recurring causes. The industrial revolution of the 19th century started this movement in Europe and America, but some third world countries are only now going through this process. Payatas, a Philippine landfill, clearly displays the characteristics of industrial development in the impact it has on both local citizens and their society as a whole. Payatas is a Philippine super-landfill on the north side of Quezon City, a part of the megalopolis Manila (Power 1). It begins as a ravine in the 1970s, but as people dump more and more waste into it, it fills in and begins to turn into a mountain of waste (Power 1). Nearly thirty years later, in 2000, the trash “[is] piled up at a 70-degree angle” (Power 1). After a series of storms in the summer of 2000, the mountain collapses on July 1, killing 300 people or more (Merry, “The Payatas Dumpsite”). Furthermore, the landfill produces toxic leachate which leaks and contaminates water supplies (Potency 4). Despite these dangers, many Filipinos live and work in landfills as scavengers, locally called “mangangalahigs” (Power 2). With the tragedy of the garbage collapse, the government is forced to act.
